Reports directly to the Commissioners Court, provides monitoring and expertise of development and growth in Lubbock County through plat review, permit processing and design of transportation and drainage improvements.

ESSENTIAL DUTIES

  • Prepares the annual budget and operates the department within the parameters of the approved budget, including road bond management
  • Develops long-range projections of budget requirements and works with the Commissioners Court to develop an ongoing five-year transportation plan
  • Maintain a strong working relationship with the Director of Road & Bridge/Road Commissioner, coordinating efforts to optimize public services
  • In conjunction with the Road & Bridge Director and contracted engineers, evaluates the condition of county roads, bridges, and culverts and prioritizes the repair, maintenance, and replacement needs
  • Generates, processes and reviews contracts and documents related to engineering analysis, design, and construction projects
  • Research and prepare various technical correspondence to professional consultants, other government entities, and the public
  • Collaborate with various elected officials, internal and external professionals, engineers and leadership on planning, designing, budget and timeline development
  • Prepare, maintain, monitor and remain compliant with all local regulations, ordinances, state and federal laws pertaining to roads and bridges
  • Analyzes subdivision plats, construction plans and permits
  • Coordinates development interests with local municipalities to facilitate cost sharing projects.
  • Serves as the liaison between the Commissioners Court and the Texas Department of Transportation and provide input to TxDOT projects in the County
  • Meets with various state agency representatives, local political subdivisions, public and private interest groups to plan and develop work programs, negotiate solutions, and support transportation system planning and services
  • Creates and administers Public Works departmental policies, meets with County management, Commissioners and staff regarding policy and program management issues
  • Analyzes and directs staff on various requests, license agreements, permitting requirements, and logistical needs
  • Leads management staff in short and long-term goal setting, strategic planning in the areas of roadway maintenance planning, design, construction, and inspection, material needs, and assignments of labor and equipment
  • Interview, hire, direct, evaluate, discipline, and/or terminate department personnel in accordance with established County policies and procedures
  • Ensures excellent public relations by following up on citizen concerns, consistently posting public information, and engaging in professional communication
  • Professional interaction with Lubbock County departmental directors, managers, and various outside vendors and professionals
  • Directs County's role in responding to the needs of the public in planning, preparing, mitigating
  • and recovery from general transportation and weather emergencies and disasters
  • Maintains files of County roadway and drainage projects, plans, maps, or other archives and coordinates the archiving of all departmental documents as required by TSLAC
  • Other duties as assigned

QUALIFICATION REQUIREMENTS

Bachelor's degree in civil engineering/environmental or related field. A valid driver's license is required. State of Texas Licensed Professional Engineer with 7-10 years of progressive project management or supervisory experience or combination of education and experience.

KNOWLEDGE, SKILLS, AND ABILITIES

Superior verbal and written communication skills. Have a solid understanding of civil engineering, standard construction practices, material, methods, and related codes. Knowledge of land development and environmental planning. Ability to establish and maintain effective lines of communications with internal and external personnel and maintain Texas driver's license applicable to job responsibilities and a good driving record. Working knowledge of spreadsheet and word processing software. Excellent verbal and written communication skills. Advanced and effective interpersonal, training, negotiation, conflict resolution and leadership skills Ability to perform non-scheduled work, including, but not limited to, extended work hours due to extenuating circumstances, such as weather emergencies or other work as assigned.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

Maintain the ability to occasionally stand, walk, kneel, and bend during the shift; Reach, grip and use fine dexterity; Push and pull objects; Occasionally flex upper trunk forward at the waist and partially at the knees; Occasionally lift and carry up to 20 pounds; Occasionally rotate upper trunk to the left or right while sitting or standing; place arms above, at or below shoulder height; Use of vision and depth perception; and talking and hearing. Coordinate eye, hand, and foot movement in order to operate a vehicle.
